It was after attending a special session of the General Conference on November 22, 1949.

Brothers Dewey Jackson – St. Paul, Lexington and Ernest Steward – St. Paul, Richmond initiated a meeting with Brother O. M. Travis – St. John, Monticello, James E. Randolf – St. James, Covington and Sister Gertrude Sledd – St. James, Danville. They are all remembered as the pioneers of the Kentucky Conference Lay Organization. They initiate Lay Organizations in their local church and help others to do the same. The following Lay Organizations were formed:

They are came together to formed the Kentucky Conference Lay Organization. The Kentucky Conference was the 1st Lay Organization to be formed in the 13th Episcopal District.

They elected O.M. Travis as the first Kentucky Conference President. He was also elected the first 13th Episcopal District president and served the district from 1955- 1957. Dewey Jackson also held the position of 13th District President from 1975-1979. He also was 1st Vice President of the District prior to becoming president.
